I've had to deal with many deaths, but I've always either been forgotten by the time my closest family dies, or I've forgotten people pretty quickly myself.
If I don't then they won't be able to live again.
Reincarnation is normal, expected- even. But the catch is that they have to be forgotten from all living memory before they can come back.
A couple of centuries ago, some random kids found that if you remember the person after they've been reincarnated and have formed a bond with you, they can continue living. However, if you remember them while the bond is still weak or nonexistent– they'll die.
