  As for why they had not been using these guys to kill the leaders or even important figures in the Khoas Brigade. Well, the answer is very simple. The people the Shadow Graden captures are low-level minions who only do grunt work.

  So uhey are extremely lucky they would never be able to meet with such big shots with their status. And what’s more some of the minions evehemselves killed before they could even achieve their purpose.

  Infighting in a terrorist anization like Khoas Brigade is worse as they would even fight for the slightest argument.

  This is also the reason Mana implied when she said they were running out of stock. Using these minions has a low risk but a high failure rate.
