Chapter 18: Economic Challenges

  January 1, 2021/4018, Fourth Era.

  Russian Federation, Capital Moscow.

Inside the conference room, the leaders of Russia are gathered here, beginning an important meeting. However, the atmosphere is tense. President Putin scans the room, where the nation's elite have come together to discuss their pressing issues.

The country is undergoing an extremely severe recession, although the influx of gold into the national treasury has somewhat alleviated government spending. Yet, in the first three months, every sector has been paralyzed, leading to a rise in unemployment, along with the disappearance of various forms of trade and exchange rates. However, since all transactions have been conducted in gold from the beginning, the situation has been easier to manage.

But foreign assets have completely vanished. Western technology companies, despite their cooperation, have slightly increased prices, which, while not affecting the situation significantly, cannot be allowed to continue. Additionally, the financial system has been severely impacted by the sharp depreciation of the RUB.

In light of these disadvantages, Russia is almost forced to propose solutions to escape this crisis. Strengthening cooperation with other countries has helped to mitigate the severity of the situation. Current exports mainly consist of non-high-tech industrial goods, agricultural products, and especially natural resources. These are the main sources of revenue at present and yield the best profits.

Putin has grasped all the difficulties, and all activities are being utilized to rebuild the economy. He opens the floor: "Please begin your reports."

Finance Minister Anton Siluanov starts reading the report: "In the past three months, the unemployment rate has rapidly increased, with 10% currently unemployed. It is expected that this number will rise in the future."

"Furthermore," Siluanov adds, "various sectors are being severely affected, with private companies struggling against an increasingly serious crisis, resulting in over 1.8 million businesses declaring bankruptcy, disrupting the domestic supply chain. We need measures to prevent any further business bankruptcies."

"If so, Maturov... do you have any suggestions?" Siluanov asks with hopeful eyes.

Denis Manturov, Minister of Industry and Trade, sits quietly in the meeting room, his gaze fixed on the piles of documents on the table. As the person primarily responsible for facing the economic crisis weighing on the country, he understands the challenges Russia is enduring. The effectiveness of the solutions he proposes remains to be seen, but he knows they cannot afford to delay any longer.

Rising from his seat, Manturov speaks, his eyes scanning the crowd below—government officials eagerly awaiting his words. He takes a deep breath, his voice strong yet tinged with concern:

"In the context of our economy facing unprecedented challenges, I would like to present some specific solutions to support businesses and maintain stability for the country."

He pauses briefly, noticing the skeptical looks from many in the room. Nevertheless, he continues:

"First, we will establish a Business Support Fund with a scale of 14.5 billion RUB (approximately 88.6 million USD), aimed at providing interest-free loans to small and medium-sized enterprises with revenues under 145 million RUB (approximately 886 thousand USD). The goal is to help them maintain operations for at least the next six months."

A soft murmur rises from the crowd, but Manturov pays no mind and continues:

"Second, to reduce the administrative burden, the processing time for permits will be shortened from 15 days to 5 days. At the same time, we will cut the number of reports that businesses must submit by 30%."

His voice grows stronger as he continues: "Third, in the next twelve months, we will organize five hundred online training courses focused on management skills, digital marketing, and product innovation, in collaboration with universities and training centers."

"Fourth, to stimulate domestic consumption, we will implement discount and promotional programs for domestically produced goods, aiming for a growth target of 10% in 2021."

"Fifth, 200 exporting businesses will receive financial support and participate in online trade events that we will organize over the next 12 months."

He emphasizes each word in the final sentence: "And finally, we will invest 21.025 billion RUB (approximately 128.45 million USD) in infrastructure projects to upgrade the logistics system and facilitate the transportation of goods."

Manturov pauses, his gaze sweeping over the crowd, sensing the tension enveloping the room. He concludes his speech with confidence, though not without a hint of worry:

"I believe that with these solutions, we can help businesses overcome this difficult period and ensure sustainable development for the Russian economy."

Returning to his seat, Manturov exhales lightly, but his heart remains heavy. He understands that barring any unforeseen events, these measures could help Russia navigate its difficulties. However, the country is facing an exceptionally unique situation, and every step must be carefully considered.

He looks around the room; others nod in agreement, seemingly in support.

The President also nods slightly, and Putin speaks up: "With this plan, what can we do?" he says, as other arguments are presented. "In addition to supporting businesses, the government still has to address the issue of subsidies. In just the past three months, approximately 2.13 billion RUB (13.01 million USD) has been spent on over 14.6 million unemployed workers out there. If we do not provide solutions for these workers, we will fall into a real crisis!"

"That is still under further discussion, as the country currently has no effective methods to reduce unemployment," Prime Minister Medvedev says. "But if we are only talking about plans to reduce unemployment, preliminary figures are available, though they are still just numbers."

"Then let's talk about it," Putin replies calmly.

Alexey Ulyukaev, Minister of Economic Development, holds a draft plan in his hand, his voice resonating throughout the conference room as he presents:

"Mr. President Putin," Alexey begins, his eyes scanning the paper in his hand, "in the current context, I have developed a detailed plan to reduce the unemployment rate and boost the Russian economy over the next five years."

He pauses, his gaze sweeping over the members in the conference room, then continues. "First, I propose an investment of 500 billion RUB (approximately 3.36 billion USD) in infrastructure. This plan includes the construction and renovation of roads, bridges, as well as improving public transportation systems and utilities. These projects will not only create millions of jobs immediately but also enhance connectivity between regions."

Ulyukaev glances quickly at Putin, seemingly seeking a sign of agreement, then continues. "We also need to focus on training and upskilling the workforce. I plan to allocate around 100 billion RUB (611.1 million USD) for vocational training programs. Collaboration with large enterprises is essential to ensure that workers can meet market demands."

He pauses for a moment, then continues, his tone more serious. "To promote industrial development, I propose a tax incentive policy and a startup support fund, with a total cost of approximately 120 billion RUB (733.3 million USD). This will help create a favorable environment for new businesses, thereby increasing the number of sustainable jobs."

"Next, we need to invest about 20 billion RUB (122.2 million USD) in boosting exports. This will provide financial support for exporting businesses and promote Russian goods globally, expanding markets and driving economic growth."

Finally, Ulyukaev lowers his voice: "I propose a social welfare support package worth 30 billion RUB (183.3 million USD) to help unemployed workers maintain their livelihoods while searching for new jobs."

He takes a deep breath before presenting the total estimate: "The total cost for this entire plan is estimated at around 770 billion RUB (approximately 5.01 billion USD). With the support of ministries and the private sector, I believe we can effectively reduce the unemployment rate and strengthen the Russian economy."

Putin listens, his gaze attentive but not entirely showing full agreement. He leans slightly forward, his hand gently tapping the table, an unclear expression of either appreciation or caution.

"Alexey," the President speaks, his voice deep and serious, his gaze tracking the reactions of his colleagues. "I appreciate your efforts in developing this plan. But I must be frank... I still have my doubts."

He pauses for a moment, allowing the heavy atmosphere to fill the conference room. "The current situation does not allow us to implement such an ambitious plan immediately. What you propose is what the country needs, but do we have the capacity to execute it all in the short term? That is something I need to consider more carefully."

The President sighs, his expression becoming contemplative. "In the past three months, since we were displaced, the unemployment rate has risen to 10%, a figure that is unacceptable. Our industry has been paralyzed, with many businesses forced to close or scale back operations due to difficulties accessing the market. Meanwhile, inflation has reached 45%, putting pressure on the lives of citizens and making economic recovery even more challenging."

He continues, his tone increasingly resolute: "We have seen that the fiscal policy we implemented in 2019 did not yield the desired results. GDP growth was only about 1.5%, while high inflation has diminished the purchasing power of the people. Increasing public spending to 770 billion RUB as you propose could put the national budget at even greater risk."

"We cannot simply invest without carefully considering the impact of these measures," the President asserts. "Instead, I advise us to consider more sustainable solutions, such as regulatory reforms to facilitate business, encouraging foreign investment, and focusing on sectors with high growth potential."

He pauses, his gaze challenging. "We need to be more cautious and ensure that any decisions are based on real data and the economy's resilience, not on theoretical plans. I need assurance that we can manage these risks before proceeding with such a large-scale plan."

In the tense atmosphere, President Vladimir Putin sits in contemplation, his penetrating gaze revealing his skepticism about Alexey Ulyukaev's plan. The bright lights reflect off the table, creating a sparkling yet heavy ambiance. Around him, the concerned faces of cabinet members bear the marks of pressure, as the numbers of unemployment and inflation weigh heavily on their minds, casting a gloomy shadow over the room.

The discussion continues in a heavy silence until Sergey V. Lavrov, the Minister of Foreign Affairs, stands up. He confidently steps forward, his eyes sparkling with determination.

"Mr. President," Lavrov begins, his voice resonating firmly, "I truly do not understand why we are doubting Ulyukaev's plan. With the unemployment rate hitting 10% and inflation soaring to 45%, it is clear that we cannot sit idly by and wait."

He pauses, scanning the room before continuing.

"Looking at civilized Zone 3, I must say there are some countries we should not underestimate. The Kingdom of Tyris and the Kingdom of Elorian may not be ideal partners, but if they are trying to develop, why shouldn't we explore cooperation? Who knows, they might have interesting things to share?"

"And what about the Myrdan Republic and the Kingdom of Tarith?" Lavrov adds, his eyes lighting up with hope. "I know they are not highly regarded, but they possess valuable agricultural resources. If they manage well, we might find opportunities to invest there. In fact, something small could turn out to be a gem for us!"

"And let's not forget the Rowlia Republic and the Kingdom of Sorland. They have abundant resources, even if their management is... well, not very impressive. But if we combine our strengths with them, helping them exploit their resources, who knows what useful things we might gain for our country?"

"Also regarding the Velia Republic and the Kingdom of Endoria, I do not want to underestimate them. They have basic minerals, though not abundant, but if we know how to cooperate, we might find some surprises waiting for us."

"I understand that working with these countries may not be the best option," Lavrov asserts, "but at this moment, I think we should be open-minded and explore every possibility. Sometimes, light emerges from the darkest places, and I would feel regret if we missed this opportunity!"

After hearing Lavrov's words, Dmitry Anatolyevich Medvedev, the Prime Minister, nods in agreement. His gaze reflects his concurrence with the points just presented. He stands up, adjusts his glasses, and steps forward.

"I completely agree with Lavrov," he says, his voice warm. "We cannot let fear hinder opportunities for cooperation that could benefit the country. Think about this: if we only focus on the negatives of these countries, will we miss the chance to leverage their resources and manpower?"

Medvedev pauses, observing the faces in the room. "I do not deny that many of them have management issues, but the fact is they still have resources that can be exploited. Look at the Galdar Emirate and the Kingdom of Nymar; can't we establish new diplomatic relations to support mutual development?"

"Moreover," he continues, "cooperating with these countries not only brings valuable resources but can also help us build strategic influence in the region. We should learn to exploit what seems impossible. The challenges they face could be opportunities for us, and creating change from within would be a wise step."

"I propose that we need to establish a dedicated team to explore cooperation possibilities with these countries, seeking specific development projects. We must seize this opportunity while it is still in front of us, rather than standing still and merely criticizing."

"The current moment is a time for action. Let us broaden our horizons and awaken potential, not just for Russia but for the surrounding nations. Instead of waiting, let us act to create a better future."

After Medvedev concludes, the atmosphere in the conference room becomes tense. The bright lights illuminate the serious faces of government members. Andrey R. Belousov, the Minister of Defense, stands up with determination. He knows that time is running short and that decisions made now will shape Russia's future in the New World.

"I completely agree with the points just presented," Belousov says, his voice resonating strongly in the space. "However, in the three months since we arrived here, the situation has become much more complex." He pauses for a moment, observing each gaze directed at him, then continues. "We need to carefully consider our options, especially as tensions with Papaldia are escalating."

He extends his hand, pointing to the map spread out on the table. "Instead of just focusing on the countries in the civilized zone, I believe we should consider cooperating with countries outside this area." His gaze lingers on the unexplored regions. "The Pallonia Republic and the Glenham Kingdom are potential partners we should explore."

He glides his finger across the map, emphasizing. "They have rich resources, but they also face many challenges in exploitation. Having a stable power like us could assist them."

Medvedev nods, but remains unconvinced. Belousov notices the hesitation in the eyes of those around him. He decides to persuade further.

"Let's not forget the Idris Kingdom," he continues, "they had a good relationship with us in the past, and we can certainly restore that."

"But how can we convince them?" a voice whispers from the back. It is Dmitry Anatolyevich Medvedev, who is closely following the discussion.

"Support from them would be very valuable," Belousov replies, undeterred. "Especially when they see us creating a significant influence in this region."

He clears his throat, growing more confident. "Moreover, establishing alliances with countries like the Darvast Republic and the Sorland Kingdom is also crucial. They all have reasons to be concerned about Papaldia's moves, and cooperating with us could help them feel safer."

A tense atmosphere fills the room. Belousov continues, "They will be more likely to accept agreements if they realize we are a powerful force."

"And what do you propose?" Putin asks, his gaze sharp.

Belousov, seizing the opportunity, says: "I propose we urgently organize meetings with representatives of these countries to discuss cooperation possibilities. We need to act decisively to protect Russia's interests in the New World."

A sense of urgency is evident on every face, and a wave of determination spreads through the room as they realize that Russia's future depends on the decisions made right now.

As soon as Belousov finishes speaking, the atmosphere in the conference room becomes tense yet passionate. All eyes are on Putin, the leader, who is listening to every opinion. He purses his lips in thought, his serious expression reflecting the concerns in his heart.

Medvedev, with his extensive political experience, does not hesitate to continue. "We not only need resources; we also need a strong network of allies. This will help solidify Russia's position in the New World," he asserts. His words are not merely opinions but a vital call for unity.

"Indeed," Belousov nods in agreement. "We need to develop a long-term strategy, not only to protect our interests but also to ensure stability for the surrounding nations."

Others in the room also agree, beginning to nod, showing their support for this idea. "Consensus in the region will help us deal with any threats from Papaldia," one official voices.

At this moment, Putin senses the urgency and unity from those around him. He decides to speak up. "Indeed," he says in a calm yet powerful voice. "We cannot sit still and wait. The world is changing rapidly, and Russia must be a part of these transformations."

He approaches the map, pointing to the areas that Belousov and Medvedev have mentioned. "We need to exploit the available resources, but we also need to build trustworthy relationships with neighboring countries. This will not only secure our interests but also create a security shield for the entire region."

His eyes shine as he continues: "We will not allow ourselves to be isolated. Every discussion with these countries will be a step toward unity and cooperation."

The atmosphere in the room becomes lively. Ministers and advisors, who are usually cautious and skeptical, begin to show enthusiasm.

Putin turns to look at them, the determination in his gaze instilling greater confidence in everyone. "I ask each of you to immediately begin preparing for these negotiations. We will not just be a solitary nation in the New World; we will be an indispensable part of its future."

As Putin's declarations resonate, a wave of agreement sweeps through the room. Everyone nods, their eyes sparkling with hope and determination. They know that the upcoming work will not be easy, but unity and commitment will guide them through every challenge.

"We will work together," Putin emphasizes, "for the safety of Russia, for the future of our people."

The room erupts in applause, reflecting strong consensus. Eyes filled with determination and hope look toward one another, all focused on a future they will build together.

As the meeting concludes, the atmosphere is filled with resolve. Officials leave with bold plans, but outside, Russia faces a significant challenge. Since being displaced to the New World, inflation has surged to 45%, causing essential goods to become scarce and maintaining an unemployment rate of 10%, leaving citizens anxious.

The government understands that to recover, they need to build infrastructure and enhance exports. The abundant resources of the New World present a valuable opportunity for reconstruction. They are determined to establish a robust transportation network and infrastructure so that everyone can feel the strength of the nation.

Officials discuss restoring vital routes, expanding seaports, and constructing modern processing plants. They envision a prosperous future with goods transported everywhere.

Despite concerns about tensions with other countries, the government is committed to creating attractive economic agreements, opening doors for trade. The cold atmosphere of the New World brings hope for a fresh start. The public closely monitors every move of the government, eagerly awaiting economic recovery.

As they leave the conference room, officials feel a surge of excitement. They understand that their mission is not only to rebuild the economy but also to restore national trust and pride. They silently vow, "We will succeed!"
